Missouri Housing Development Commission (MHDC) is seeking candidates for the position of Executive Director in our Kansas City, Mo office. The Executive Director functions as Chief Executive Officer reporting to a ten-member Board of Commissioners of an organization dedicated to providing quality affordable housing to the citizens of Missouri. MHDC partners with public, private and non-profit organizations and provides funding for prevention of homelessness; for development, rehabilitation and oversight of affordable rental properties; and for programs that provide mortgages and financial assistance to first time homebuyers.

The Executive Director is responsible for management of all business operations including strategic and financial planning, business development, program performance and labor management.

The ability to lead and manage a mid-sized financial organization with more than 100 employees in two locations is essential. The ability to inspire confidence in MHDC through confident public speaking skills and continued professional interaction with special interest groups is vital. The candidate must consistently display personal and professional integrity and show a willingness to conduct business operations in a manner that creates an atmosphere of transparency and trustworthiness.

The ideal candidate must have strong decision-making and creative problem-solving abilities and be able to motivate, coach and direct a support team with diverse skill levels in multiple locations.

Experience and knowledge in finance, affordable housing development, and/or government is preferred but not required.

Job Description:

 

Description: This position reviews construction or alteration of building facility documents for conformance with building codes and accessibility laws, reviews cost of the proposed developments, supervises third party building inspectors, reviews inspection reports and coordinates changes as necessary, develops and maintains MHDC cost data base. The architect provides assistance to the loan underwriters, environmental and construction disbursement departments and director of Rental Production as required. Occasional travel is required.

Essential Job Duties: To perform this job successfully, individuals must be able to perform each of the following essential duties successfully. Reasonable accommodations will be made to disabled individuals.

• Review and approve construction or rehabilitation documents for conformance with building codes and compliance with accessibility laws.
• Read architectural, mechanical, plumbing, and electrical plans, diagrams, specifications, and shop drawing submittals to determine code compliance and percentage of completion.
• Supervise third party building inspectors, review monthly inspection reports and coordinate changes as necessary.
• On occasion, personally make building inspections to determine accuracy of reports being provided by third party inspectors.
• Review and approve AIA documents related to disbursement of construction funds as requested by the construction disbursement department.
• Evaluate firm commitment construction documents for compliance with building codes, federal accessibility laws, and MHDC requirements.
• Check shop drawings for compliance with applicable laws and standards.
• Confer with consulting architects, engineers, and with administration, and heads of departments or institutions on construction projects.
• Review Physical Needs Assessments for property applications.
• Review applications for Low Income Housing Tax Credits, HOME fund, MHDC Fund Balance, and Missouri Trust Funds.
• Visit development sites of proposed construction, as required.
• Perform final completion inspections to establish escrow for incomplete items and to establish completion of all punch list items.
• Establish final completion and latent defect periods of all developments, as applicable.
• Execute warranty inspections as required.
• Establish with supervisor and other senior staff, MHDC guidelines and policies.
• Prepare progress reports and keeps superiors informed as to the status of projects.
• Provide critical input to the strategic and programmatic issues of the assigned areas.
• Furnish reports of deficiencies observed during inspections.

Education, Experience and Skill Requirements: Must qualify for inclusion in the Merit Classification of Architect II which requires:
Two years of experience as an Architect I in an agency under the Missouri Merit System;
OR,
Registration as an Architect by the Missouri Board of Registration for Architects, Professional Engineers and Land Surveyors;
OR,
Two years of professional experience in the field of architecture; and graduation from a college or university accredited by the National Architectural Accrediting Board, with a Bachelor's degree in architecture, architectural engineering, environmental design, building technology or a closely related field. Description: This is advanced professional, technical and consultative work in the support and coordination of computer information technology services and activities.

An employee in this class provides technical expertise in computer systems analysis and design; database and/or network administration; systems programming; cyber-security; and/or other computer information technology specialties in a mainframe, midrange and/or microcomputer environment. Work is focused in multiple areas of a specialty or primarily in one highly technical area. Work includes conducting feasibility and impact studies of technology direction and providing recommendations. Duties may also include implementation of recommendations, project management and/or provision of technical consultative services. Work may also include some supervision of other technical staff; however the primary emphasis of the job is on the technical components. Positions at this level differ from Computer Information Technology Specialist Is in terms of the amount of direction provided and the scope and technical complexity of assignments. • Oversee SharePoint infrastructure, user access, and application deployment inclusive of installation support, configuration, security, operation, and maintenance of all hardware and software related to SharePoint infrastructure.
• Maintain, monitor, and administer SharePoint (daily monitoring, application performance monitoring and analysis, backup/restore, take action on alerts, review/revise thresholds/alerts to ensure infrastructure stability, administrative scripts, and troubleshooting).
• Develop, configure and maintain document libraries, enterprise lists and site collections. Perform typical system administrative activities such as site creation, user training, backup, restore and issue resolution.
• Provide immediate SharePoint server support for problems.
