Notice of Funding Availability
 

Affordable Housing Assistance Program

 

Purpose:


The Missouri Housing Development Commission (MHDC) hereby notifies interested non-profit community based organizations of the availability of tax credits to provide assistance in obtaining donations for affordable housing assistance activities or operating assistance. The allotment of available tax credits is indicated below and further detailed within the Missouri revised statutes, Chapter 32, State Department of Revenue, section 32.105:
 

bullet$10,000,000 in credits for qualifying Production Applications
bullet$1,000,000 in credits for qualifying Operating Assistance Applications


Deadline:
 

> Operating Assistance Application:
 

bulletApplicants who wish to receive a reservation for Operating Assistance credits must have applications received by MHDC prior to the established deadline for each round. There are two rounds to receive Operating Assistance credits.
bulletThe deadline for the first round is 5:00 p.m. CDT on August 1, 2007.
bulletThe deadline for the second round is 5:00 p.m. CDT on January 15, 2008.
bulletAny applications received after the deadline for any reason will be rejected and returned to the sender. The Commission staff reserves the right to make all decisions for reservations granted, subject to the availability of tax credits and demonstrated need.

 

> Production Application:
 

bulletApplicants who wish to receive a reservation for Production credits are able to submit applications any time of the year through April 30, 2008. The Commission staff reserves the right to make all decisions for granting reservations, subject to the availability of tax credits and demonstrated need.

 
Requirements:

 

bulletPersons assisted by the Affordable Housing Assistance Program must have incomes at or below 50% of the median income for the geographic area adjusted for family size.
bulletAll non-profit community based organizations must reflect an ability to leverage funds from other sources other than funding that MHDC may allocate.
bulletAll donors must meet the business eligibility requirements as indicated on the Tax Credit Certification form.
bulletAll requesting organizations must be authorized to receive credit based on the guiding statute.
bulletAll proposals must be prepared using the current year application form.
bulletAny additional requirements are detailed within the AHAP Program Guide.

bulletDeadlines for receipt of donations and processing of documentation are detailed in the AHAP Program Guide.
bulletRestrictions shall be recorded in the form of a Land Use Restriction Agreement on the development properties for any approved Production application.
