Grand Opening set for Nov. 13 for Capitol City Elderly Apartments Lt. Gov. Joe Maxwell will officiate at special grand opening ceremonies for Capitol City Elderly Apartments at 1 p.m., Nov. 13, at 1303 Edmonds in Jefferson City. Lt. Gov. Maxwell serves on the Missouri Housing Development Commission and is the senior advocate in the State of Missouri. The 50-unit apartment complex was developed by the Housing Authority of Jefferson City. The one-bedroom apartments will rent at $253 per month. The affordable housing development was financed through a $710,000 federal HOME loan at 0 percent interest for 40 years and $374,500 federal and state Housing Tax Credits.
