HeRO program awards home repair funds to community agencies in
disaster areas
The Missouri Housing Development Commission has awarded more than $1.5
million in funding for home repair programs as part of their HOME Repair
Opportunity (HeRO) Program. The funding is available through agencies
serving local communities. Homeowners whose annual income does not
exceed 80 percent of the Area Median Income for the property area are
eligible for the program.
“The funds were released earlier than normal to ensure those in need
have access to the funds as soon as possible,” said Erica Dobreff, MHDC
Executive Director. “To ensure the money will be placed into service as
soon as possible, we chose to only fund agencies who were familiar with
the federal HOME program and had an active home repair program.
Agencies funded in fiscal year 2004 include:
 |
Delta Area Economic Opportunity Corporation ($175,000) -- Dunklin,
Mississippi, New Madrid, Pemiscot, Scott, Stoddard counties
|
 |
East Missouri Action Agency ($210,000) -- Bollinger, Cape Girardeau,
Iron, Madison, St. Francois, Ste. Genevieve, Washington counties

The program is available only for owner-occupied homes. Individual home
owners may receive up to $20,000 in housing repair that include
rehabilitation, lead reduction, weatherization and accessibility
improvements.
“Normally, no home may be partially repaired or rehabilitated,” said
Don Brinker, MHDC Homeownership Manager. “For this particular
funding, the requirement is waived if the property is located in one of
the 78 counties declared a Federal Disaster Area and suffered damage as
a result of the May tornadoes.”
Questions about the programs should be directed to the individual
agencies receiving the funding. More information about the can be found
on MHDC’s Web site at http://www.mhdc.com.
