Housing Commission approves State Housing Tax Credit Study

JEFFERSON CITY, Missouri – The Missouri Housing Development Commission (MHDC) approved a proposal for a BKD, LLP. and Missouri State University partnership to conduct a study on the Missouri Low Income Housing Tax Credit.    The proposal was selected from three proposals received by the Commission.

“We are very pleased to award this contract to BKD and Missouri State University,” said Sarah Steelman, State Treasurer and MHDC Chairman.  “We are anxious to see the results of the study and apply that knowledge to our continuing efforts to help Missourians have access to top-quality affordable housing.”

The study is designed to identify the social and economic impact of the state Housing Tax Credit.  The study must quantify the economic benefits and address the impact affordable housing has on individuals (residents) and various state institutions, including education, public health, social service, law enforcement, criminal justice and the welfare system.

Ithaca Group (with the St. Louis University Law School’s Civil Clinic and Rubin Brown (with University of Missouri-St. Louis) also submitted proposals for the study.  This was the second attempt by the Commission to fund such a study.  The revised request for proposals was issued in November.

“The study will be very useful for MHDC and the affordable housing community in Missouri,” said Steelman.  “It provides us with a detailed look at the tax credit and ways we can continue to improve affordable housing for Missouri citizens in the future and ensure we get the most out of our tax dollars.”

A timetable for the study will now be coordinated with BKD/MSU and staff.
